Steps to reproduce the issue.
Check court size
Build building in holding that increase court size
Check court size again

I have fixed the issue :)
 
I'm terribly sorry, but I seem to have answered the wrong post. What I fixed was another bug that was reported close to yours about Great Statues not being able to build the Golden Crown Feature.

I will however make sure to look into this.
 
There we go, should work as intended in the next patch.

There were actually two different issues.
The first one was that it displayed the tooltip for buildings in provinces that weren't the capital.
The second one was that it also didn't apply the modifier for the buildings that were in the capital.

Judging from the bug reports, I'm guessing for a hotfix, soonish?
