[3.1 - KKAD] Disease resistance effect still not working for city buildings (A bug since 3.0)

Please explain your issue is in as much detail as possible.
The Architect Bloodline allows you to build special buildings on city holdings. LV3 Cleared Pathways provides 5% disease resistance, and LV4 Great Aqueduct provides 10% (15% in total). But these modifiers are not working. You cannot see any of these disease resistance effects added on the province disease resistance. Actually this bug was spotted as soon as Patch 3.0 was released, but it is not resolved in these months.

-% local revolt risk from Murder-Builder special castle buildings also don't work.
-% local revolt risk from local saint shrine (special temple building) don't work too.
 
I've searched the bug report forum and found that it was first reported in November after Patch 3.0 was released and has been reported a bunch of times in the last four months. In Patch 3.1 it is still not addressed.
