Please explain your issue is in as much detail as possible.
The mods are Patrum Scuta (Ironman) and Ambient Silence, so only cosmetics

I noticed that vice kings don't hand out extra titles they acquire in holy wars, invasions or by you handing them a lot of stuff with "include lower titles"
I first saw this with the Exarch of Maghreb. Once he died and I had the kingdom title his successor (as a duke) immediately got rid of his excess titles. But kings don't seem to be able to do that.

I first wrote this off, but now the same happens with the Exarch of Aquitaine who recently acquired the duchy of Aquitaine.

I haven't investigated this thoroughly though. Not sure if this is related to that bug where vice kings wouldn't hand out vice royal duchies. I also don't know if regular kings behave the same way

Well, it seems like they can hand it out sometimes. The Exarch of Maghreb just won a war and hand out all the extra baronies. But Aquitaine is still sitting on everything

Steps to reproduce the issue.
Load the save game. Check the Exarch of Aquitaine. Maybe revoke his kingdom (he will say yes) and see if he hands out titles as a duke. I don't want to do that in my game because it's ironman

Can confirm. I'm seeing this a *lot* in my games, I use Viceroyal Kingdoms extensively and overall really enjoy the utility they provide. It's a good thing I don't play Ironman, because it takes my intervention to keep my viceroyal kings from imploding on occasion when this bug hits, and it hits fairly regularly after they've launched a succession invasion.
