Horses can be concubines because horse trait blocks marriages, but not consort relationships.

Steps to reproduce the issue.
1) Get Glitterhoof or Mittens event
2) Offer him to your wife

Yeah, I remember the good old days when a horse could become the Pope or had children.

Knowing this game I can confidently state that this is not a bug. It should be but with this game it just feels intended.
