Nomads can usurp religious titles
Steps to reproduce the issue.
Play nomad.
There must be religious leader, its religious title must be lower tier than primary one.
You must be the same religion (if not, in this case, religious leader will become your vassal although it should not).
Declare Subjugation war.
Get your new religious title.
