Having a plot set in motion (e.g. a war to revoke a vassal title) blocks "Plot to Kill", but does not block "Plot for Claim".
Selecting "Plot for Claim" causes the ongoing war to be invalidated because it cancels the plot.
Steps to reproduce the issue.
1. Load the save
2. Find Duke of The Rhine
3. Right-click his title
4. Select "Plot for Claim"
