3.2.1 Scattered world - alomost all epidemics concentrates around my capital

Please explain your issue is in as much detail as possible.
Playing scattered world. Third time in raw (two first games was in 3.1.1).

For the starting years in game almost all epidemics in the world concentrates around my capital provinces.
I would say it's a coincidence but my previous games I saw almost same picture.
While whole world healthy - my provinces stroked by many different epidemics without any respite.
I guess there are some bug in scattered world because I have never seen such picture in normal game.

Steps to reproduce the issue.
1 start shattered world game (769 start)
2 as soon as epidemics start to arrive you might notice what most of them concentrate around your province.

Without plague your demesne is completely ruin for almost 50 years of almost constant epidemics.

New epidemics are appearing time per time like on schedule in my poor capital.
As far as I see awhile there are only 2 places are suffering on whole map - my capital and capital of WP.
PS And I was not wrong:

I would said quite opposite, these epidemics made my economics crumble.

Still some green there. Coastal counties that are most prosperous are most likely to spawn disease outbreaks, especially if there are trade posts. This is very noticeable in a tribal shattered/alternate world, and the player is the first to feudalise or become a merchant republic. It's also been ignored by Paradox until now, which is a bit sad.

Really I was one of first to convert to Iqta but 100 years of constant epidemics started on my capital or its neighbor provinces doesn't look quite normal situation.

My experience back in November, just after Holy Fury's release was very similar. Something should be tweaked for the next patch, that's for sure.
 
Tribals don't get plagues, so when you feudalize they all come after you. There needs to be some scaling of the diseases with the amount of feudal realms in the world
