[3.3.0 XDSW] Alt+Shift+RMB interaction window doesn't account for scaling

Please explain your issue is in as much detail as possible.
Alt+Shift+Right Mouse Button opens diplomacy menu for the owner of hovered province (or top liege, doesn't matter). The problem is it doesn't know about scaling. So if you have 2x scaling click a province that is in the screen ordinates X:500 Y:500 it opens at position X:1000 Y:1000. If you click somewhere away from left-top quarter of the screen you won't see this menu at all.
Steps to reproduce the issue.
0. Enable UI scaling.
1. Hover over province located in top-left quarter of the screen.
2. Alt+Shift+RMB.
3. See that menu appeared below and to the right from the mouse.
4. Do the same to the right or below the center of the screen.
5. See that menu is not seen at all.
