Please explain your issue is in as much detail as possible.
The Aztecs have arrived with 200k but as all of Western Europe is reformed pagan they are just chilling.

What a game.... First Mongols don't show up because of a bug (already reported) and now aztecs do not attack because of another bug! :(

Yes, the Aztecs don't Invade other Pagans. This has been a part of the game since Sunset Invasion came out. I always thought that it was due to them performing worse with defensive attrition, though.
 
Maybe this would help?

The "tribal_invasion" casus belli has the following line:

NOT = { religion_group = pagan_group } # Should subjugate these instead

If the ruler has the "horde_invader" flag, this check is bypassed, and while Temujin has that flag, the Aztec emperor doesn't. So I guess even a scripted war can't go ahead if the rules block it. And then, since the war hasn't happened, they don't have any territory, and thus are unable to declare any other wars.

Giving the Aztec emperor the "horde_invader" flag would be a possible fix.
 
Playing as a Muslim I conquered the Aquitania Kingdom where the Aztecs landed to get rid of the reformed pagans and see if this would trigger an Aztec attack. But my guess is that if they don't attack anybody as soon as the related events first fire, they will never do. The 200 k Aztec army just came for picnic and trade potatoes and chocolate...

I think Mongols and Aztecs event-spawned units do not suffer from attrition. The x2 100k aztec deathstacks have been chilling for 40 years in Bourdeaux and some Scottish isle without losing a single man. Maybe it is the wine and the fresh air.
