One line summary of your issue
Female characters are leading armies.

Game Version
3.3.3 SOHY

What expansions do you have installed?
Monks & Mystics, The Reapers Due, Conclave, Horse Lords, Way of Life, Charlemagne, Sons of Abraham, The Old Gods, The Republic, Legacy of Rome, Sword of Islam and Holy Fury.

Do you have mods enabled?
No, but I do often use the "Theatrum Orbis Terrarum" map mod.

Please explain your issue is in as much detail as possible.
Female characters of pagan religions are able to lead armies at the 769 and 867 start dates and can be appointed as commanders. After years following there even will be shield-maidens of non-norse religion. By disabling Holy Fury DLC the issue is solved.

Steps to reproduce the issue.
Just log in with PDX account and start the game after freshly installing it. I am using Steam provided by Valve with Ubuntu 16.04.7.

As Yxklyx implies, if a female character is a member of a warrior lodge, then she can be appointed as a commander; this is WAI with HF active.
 
Are you sure she's not in a warrior lodge? Are you sure she's your commander and not someone else's? I know that she's in your court.
In both screenshots the female characters could be part of a warrior lodge but they were not appointed as "shield-maiden" through the special character's decision, that's the problem.
In the first screenshot, at the start of the 867 scenario, the game's RNG made Ivar's mother a commander and leader of an army, although there are other suitable commanders in the court.
In the second screenshot, at the start of the 769 scenario, the female courtiers whom are not "shield-maidens" can be appointed as commanders, although I reckon in this case that's not the game's RNG fault for this.

As long as they are in a warrior lodge, they can be appointed commanders, without needing to be made shieldmaidens first.

The converse is also true--women who shieldmaidens but who aren't in a warrior lodge can be appointed commanders as well.

Sorry for the late reply. I see, albeit it seems rather exploitable for all pagans. I thought only Germanic women could be able to lead armies as shield-maidens. This report can be dismissed, closed and marked as solved!
