Please explain your issue is in as much detail as possible.
Feudal Pagans and Igta Muslims are beginning any start date with +2 demesne size instead of none, even though no law has been passed yet.

Steps to reproduce the issue.
Just start the game and choose any date to begin with. Then, by hovering over the demesne size, you will see the attributed "+2 laws" for Feudal Pagans and Igta Muslims.

They probably have an abolished council, which provided +2 demesne size. That's the default for many rulers, especially in early starts.
