Please explain your issue is in as much detail as possible.
If a doge has only a duchy title and capital city, it isn't possible to revoke the duchy title.

Giving the doge an extra baron-tier title (castle or city) makes it possible to revoke the duchy title.

Steps to reproduce the issue.
1. Start 867 as Byzantine Emperor
2. Console 'prestige'
3. Try to revoke Republic of Ragusa

Result: right-clicking the doge shows "(X) Has titles that can be Revoked"; hovering "Revoke" on the title screen simply says "Not Revokeable"

Expected: should be able to demand revocation

With how the merchant republics are made (aka patricians), I'm not sure if we're ever going to see this. When the last duchy title of an MR is usurped by a same or higher ranking ruler, the duchy title transfers, but since you cannot have two gov't types at once (tribalism/feudalism and merchant republic), the merchant republic is destroyed. Meaning patrician titles and with that even the patrician houses are lost forever. You'd need to do the same here, since you cannot have two governments at once. This creates a couple of problems with consistency if you revoke one merchant republic to create another merchant republic (aka under a different vassal) or even the same merchant republic. It would also mean patrician elective is pointless, because you can just revoke the title and give it back to your preferred candidate.
 
I could see that as an argument for never being able to destroy a merchant republic through revocation, but that's not what's happening here. It's possible to downgrade them to republic but only if they have an extra county/barony title. Which doesn't make sense to me.
