ai byzantine emperor loves to land relatives in cities, effectively disinheriting them

Please explain your issue is in as much detail as possible.
ai emperors with imperial succession don't understand the difference between a castle and a city, since they can personally hold both. when they conquer land and have to make vassals, they favor their own close male relatives (which is good and makes way more sense than just making new vassals every time), but tend to give said relatives the city holdings first, creating republics everywhere and making other ai extremely unlikely to vote for them in the succession

Steps to reproduce the issue.
start a game as a byzantine emperor and use the pollinate command to give him a bunch of sons if he doesnt have any already. holy war some nearby muslims and just console imprison them to win the war instantly. switch to another character and observe him distributing the land. may have to first ensure hes at precisely his demesne limit so he doesnt just keep the new land for himself
