Please explain your issue is in as much detail as possible.
So I'm currently able to send people alcoholic drinks even though my vinyard is still under construction. Also, I can send it to anyone in the world, including people outside of my diplomatic range. People who are too far for me to send a message to are somehow not to far to send a bottle of wine to.
Steps to reproduce the issue.
Build the garden wonder and then the vinyard and you'll see
