Please explain your issue is in as much detail as possible.
Shattered world game with random/full random options.
I chose to play for ruler with religion based on Catholicism.
I have Pope, College of Cardinals and so on.
But even when I completely fulfill requirements for creating own antipope, button remained disabled.
