Please explain your issue is in as much detail as possible.
There is code in the event that sets Eldership succession on game start for Romuva and African religions that generates some starting Elders. In these starts, female Elders are not allowed, however, the autogenerated starting Elders can be female. This results in no Elders being assigned at game start, even though there are enough courtiers of various genders with the title "Elder", which remains with the character even if you give them a landed title. Furthermore, this also results in there not being enough eligible Elders to assign all the Elder titles, since the women that were generated to be eligible are not actually eligible. I have experimented with overriding 00_scripted_triggers.txt to allow women to hold minor titles, this allows you to give the female "Elders" the Elder minor title but does not fix the problem of them being unassigned at game start.

Steps to reproduce the issue.
Start the game as a tribal African or Romuva pagan.

The honorary title of Elder has nothing to do with the Eldership mechanic (except for being a way to improve the opinion of some of the succession-voting Elders). That honorary title existed long before Eldership succession was introduced. Those generated female Elders do get to vote on succession. I don't think there's a bug here.
 
Well, if you start the game, there are no voters for the heir, so I'm not sure how you're supposed to make them eligible to vote in that case. Also the honorary title is only available to Romuva and African pagans, so it seems like an odd coincidence if that's the case.
 
It takes some time for the game to grant the generated Elders voting status, maybe a month or so. But every defensive pagan has the Venerable Elder honorary title, not just those with Eldership succession.
