Please explain your issue is in as much detail as possible.
I managed to be a government type "Landless" character with tons of land. After claiming a King-Priest's title (whilst also having 2 other tribal kingdoms), the game set my character's government type to unlanded (screenshot below).
This happens after reforming a pagan religion, the head-of-religion title was handed to one of the sons (or a grandson, I'm not sure). After succession I went to war with him because he also got some land through Gavelkind, as a result I claimed a theocratic kingdom (I was also a king at the time with my own king tier title). I won and then became "Landless", so I couldn't do much at all. If it makes any difference, the title was also involved in another claim war, so I'm not sure what would have happened if the title wasn't already involved in a war.
After quitting and loading the game (Ironman so no earlier save), I got game over (see 2nd screenshot below) for becoming a theocracy, even though I should still have 2 primary-tier titles as tribal. Although the game over screen is glitched out: the game is still playing in the background, I somehow have 911,000 dynasty prestige in the top right.

Steps to reproduce the issue.
Reform a pagan religion.
Give the head of the religion title to a son who isn't your heir.
Have Elective Gavelkind succession and ensure your head-of-religion son will inherit a title of the same tier as your heir.
Die. Succession. Claim the (theocratic?) kingdom of your brother, whilst also already having your own kingdom, win the war.
Done correctly you will now be unlanded whilst having tons of land. Schroedinger's land.
