Please explain your issue is in as much detail as possible.
I am playing as the Byzantine Emperor. The Pope created the Theocracy of Jerusalem after a crusade. A jihad retook all of the Pope's lands. I conquered 51% of de jure counties, but the option to usurp is greyed out and a popup tells me, "Merchant Republics and Patricians cannot usurp Kingdoms or Empires." There is a county controlled by a Catholic power, but the usurp was still unavailable after I used console commands to take it.
Steps to reproduce the issue.
Play as Imperial elective and try to usurp a Kingdom that exists as a theocratic title, especially from the pope.
