Please explain your issue is in as much detail as possible.
I adopted Meritocracy, but can't find how to assign my heir. I play as a Norse tribe, never played anything else, am I missing something? Maybe there is a button somewhere or unmentioned requirement?
I have since found an empire, reformed inheritance to ultimogenitive, still no option to assign heir.
People at steam forum described my situation as 'odd'.

People at the forum were able to assign heir with my save, and the guess was I can't do it because I am missing some DLC, Rajas of India most likely. I am not interested in RoI and would not like to buy it just to be able to use all features of Holy Fury that I did purchase.

Since you clearly have next to no bug support and I want to play, I bought Rajas of India, and the heir designation icon did appear. Shame on you, paradox, for selling me one dlc twice.
 
I have the same issue - just bought the great Holy Fury DLC, but it indeed seems Rajas of India is a must. For now - before devs changes it or I buy the Rajas DLC, I'll focus on to understand how elective gavelkind works (who elects who -> which electors I want to have) + I'll get for my reformed slavs equality instead of meritocracy :)
 
I wish I'd known this before getting meritocracy. That's a wasted doctrine. I refuse to buy a DLC just so a feature in another DLC will work. It wouldn't be so bad if there were an in-game warning, but no. Shame on Paradox for this one, especially considering how simple it would be to fix and that multiple people have complained in various places.
