One line summary of your issue
cant create new vassal

Game Version
3.2.1 AZCE

What expansions do you have installed?

Legacy of Rome

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
Try to give away any other title than the barony in the save file attached (giving it to an unlanded person). It says max number of vassal theocracies reached so i cant give away titles anymore even though i would not create a theocratic vassal.

Edit: Only Bruno (brother of the emperor) cant get one (maybe there was a second character but if so then i forgot.

Steps to reproduce the issue.

Gave Luneburg to Ademar.
Gave Stettin to Otto.

Tested with all DLC and only LoR like you.

Tested it too with those and yeah these guys work but could you please also test Bruno (brother of emperor otto) because that guy wont work for me and i cant give him land. So for some reason this guy cant get any land from me (for the moment). But my own sons could get land.

That appears to be the only character who has that problem.
You could have mentioned that before...

Well i tried to hand counties to several others others and checking government, laws,
CA and other potential causes and had no problem.
Please post similar cases in the future in the general CK2 forum for discussion first, assuming you at
least tried to give a county to anyone else before posting this thread and knew it was only him.
Anyway,...

The only reason for that left that i can imagine, is that he is in line to inherit Neumark from your brother Heinrich, who also owns Wolgast, which you are in line
for to inherit and all under Gavelkind. If you could give Bruno a county, then he would not be eligible to inherit Neumark anymore and you would get it instead.
Not sure if the former or the latter is the decisive argument for Bruno being blocked to receive a county from you, but i'm relatively sure it's that circumstance.
Looks like a good enough reason to me.

The age of the bavarians duke very old wife, Jutta Unrochinger, though looks indeed like a bug in the history files, keeping in mind
that she must have been 71 when she gave birth to her first child of five...o_O
Who knows, mabye it was a medieval miracle of sorts.
Could of course be that in real life they were adopted or such and the game just can't display that. Hmm...i don't know.
That should though be posted seperately in another thread.

Sorry i thought it happened twice but that seems to be a false memory from me (and as i generally only give land to family members if i can i didnt bother testing anymore). Thanks for the confirmation that bruno doesnt work.
