Please explain your issue is in as much detail as possible.
I gained the title 'Empire of Jerusalem' after settling as feudal in Jerusalem as a Khazar Nomad.

The capital was Jerusalem. Jerusalem was then lost due to gavelkind.

When I regained Jerusalem, I found I am unable to move the capital back to Jerusalem, despite the mouseover game saying I can only move the capital to 'traditional capital' (Jerusalem) of 'The Empire of Jerusalem' is Jerusalem.

Steps to reproduce the issue.
Settle as Feudal in Jerusalem as a nomad (or presumably anywhere else), creating the title 'Empire of Jerusalem'.

Lose control of Jerusalem, forcing capital change.

Regain control of Jerusalem: unable to move capital back.
