Please explain your issue is in as much detail as possible.
I am trying to nominate my brother as heir in Agnatic Feudal Elective. The tool tip says I should be able to nominate 'legitimate children and siblings of the ruler'. I can nominate my children ok. I CAN'T nominate my brother.

I have tried to fix this by modding the files but it appears to be a hardcoded rule. If it's WAD it's not good because it ruins the advantages that Fedual Elective should provide. @witzen please confirm if this change is WAD or a bug.

Steps to reproduce the issue.
Try and nominate a sibling in Feudal Elective. Easy to reproduce.

Someone told me today that there is a bug that prevents you from nominating children if your wife is also available for a nomination. Not sure if it is true for siblings though.

The exact bug is not being able to nominate someone if their parent is a valid candidate. Most of the times it has been reported are because the character's spouse was a candidate, but it isn't restricted to that situation. (Not saying that is the case here, we do not have enough information to tell and there are other things that could disqualify someone as well).
