One line summary of your issue Can't open hospital panel [3.1] Game Version 3.1 What expansions do you have installed? All of the above Do you have mods enabled? No Please explain your issue is in as much detail as possible. Playing a game as Orthodox Mongol; I have settled as feudal in Pannonia and find that I cannot open the hospital panel (which also includes the forts and trade posts). AI is able to build them and I keep any hospitals in conquered territories, but I cannot expand the hospital or build new ones. Steps to reproduce the issue. Upload Attachment

Can you open the hospital panel from the extended province view?
A bug was introduced in the latest update which made it so that the hospital button in the non-extended province view does not work so that could be it.
