Please explain your issue is in as much detail as possible.
Playing a game as Orthodox Mongol; I have settled as feudal in Pannonia and find that I cannot open the hospital panel (which also includes the forts and trade posts). AI is able to build them and I keep any hospitals in conquered territories, but I cannot expand the hospital or build new ones.

Can you open the hospital panel from the extended province view?
A bug was introduced in the latest update which made it so that the hospital button in the non-extended province view does not work so that could be it.
