Please explain your issue is in as much detail as possible.
My humble count was voted Baselius of Byzantine Empire. I took over Constantinople, but the great work Hagia Sophia shows as "not active," and it will not allow me to build any upgrades, even though I have enough gold, and 0/8 improvements have been built.

Which bookmark is this? I know I thought the very same thing, and it turned out that you HAVE to be an orthodox character for it to be active. (769 bookmark - Isaurous dynasty is Iconclast). If its not this, and you are an orthodox character - then it must be a bug
