One line summary of your issue
CK II 3.0 Religious Head Deaths Block Ancestor Veneration

Game Version
3.0 (PXTU)

What expansions do you have installed?
All of the above

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
When a character dies and passes the checks for ancestor veneration, their religious head gets an event to choose whether or not to venerate them. If the religious head dies before they get the event, the character can't be venerated.

This might normally be unlikely, but it does completely prevent the religious from ever being venerated as they are obviously dead by the time they get the event to venerate themselves.

This can be worked around by changing line 1371 in common/scripted_effects/03_scripted_effects_sainthood.txt from "character_event = { id = HF.40101 days = 3 }" to "character_event = { id = HF.40101 days = 0}"

In this save, Haraldr Wartooth, Sigurdr Ring, and Oysteiin Yngling are all perfect veneration candidates. On death, they should all always give the event (HF.40101) to the religious head.

Steps to reproduce the issue.
Play as Oysteiin Yngling (King of Norway)
Game 1: Reform religion as Warmongering, Sons of Ragnarok, Ancestor worship, and Temporal.

Kill 194003 (Haraldr)
Kill 194004 (Sigurdr)

Wait 3 days (Jan 4). You should get an event to venerate them.

Game 2:

Same as above but also kill 168317 (Oysteiin).

None of the events come. Including no Oysteiin veneration.

Game 3:

Same as game one, but play as Sigurdr, reform, and kill Oysteiin. You should get an event to venerate Oysteiin. This one is just to show that the Fylkir should be able to be venerated, but as game 2 shows, the Fylkir can't be venerated

I think this should be fixed so as to allow the player to venerate emperors like the Romans used to in the imperial cult.

Also if someone dies on the same day as their religious head, that shouldn't preclude them from being venerated.
