Please explain your issue is in as much detail as possible.
Muslims with Absolute Cognatic gender succesion law cannot marry matrilineally in version 3.0. In version 2.8.3.4 this issue does not arise and the matrilineal marriages are possible.

Steps to reproduce the issue.
1. As a Muslim Iqta ruler, adopt the Full Status of Women law and Absolute Cognatic gender succession law. This law change gives a tooltip that says "Religion allows matrilineal marriage".

2. Invite a debutante and a noble to court.

3. Arrange a marriage between the debutante and the noble. The checkbox for a matrilineal marriage does not appear.
