Please explain your issue is in as much detail as possible.
Can't adopt secret faith faith even when matching conditions.
Can't use neither decision, secret society one nor ruler based.
I'm Shia Persian king of Persia and Daylam, founder and leader of secret Zoroastrian society.

Steps to reproduce the issue.
1) Start as count of Tabaristan in vanilla earliest start date
2) Get independent
3) Marry Zoroastrian and adopt her faith in secret
4) Form society
5) Observe that you can't openly adopt secret faith

I just did a quick test and it does indeed look like there is a bug with the Zoroastrian/Manichean religions, the fault lies with this specific trigger:

ROOTs_secret_religion_is_playable_trigger = yes

"ROOTs_secret_religion_is_playable_trigger" does not seem to include the Zoroastrian/Manichean/Mazdan group, so it won't work with the conversion decisions that uses it.
This is probably because due to unintentional omission, so I'd suggest you make a bug report if it has not already been reported previously.
