[3.3.0] "Amalfi" has no de jure Kingdom and Empire in the "Early Middle Ages" and the "Viking Age"

Please explain your issue is in as much detail as possible.
The County of "Amalfi" belongs to no de jure Kingdom and Empire in the "769" and "867" start dates. I tested "Iron Century" and it seems to be part of the Kingdom of Sicily (Empire of Byzantium) after that start date.

Steps to reproduce the issue.
-Load either the "Early Middle Ages" or the "Viking Age" start dates
-Click on Amalfi (Southern Italy) and then on the coat of arms
-Check the box saying "de jure"
-Compare to the Iron Century bookmark or later
