I am currently playing as Norse count (earlierst start) and managed to subjugate my way to become a powerful ruler in Norway.
However the Saxons conquered some territory and Norway and Elective Gavelkind Succession divided the realm into the Kingdoms of Denmark and Saxony, I...
took the Kingdom of Denmark.
Now this is the actual problem (or bug maybe):
The tribal organisation in Denmark was Minimum when I took the title - but the councilers were/are allowed to vote on war declaration title revocation, imprisonment, and execution.
I changed the tribal organisation to low and now the council is longer allowed to vote on revocation but still on imprisonment and execution (and of course war declaration)
(No difference when trying to imprison someone in dejure Denmark)
btw: If I declare myself King of Norway and make the Kingdom of Norway my primary title the council would lose all their powers (except War declaration) - However I don't want to hold 2 Kingdom titles because I hate half the vassels being like "I derwe dis Kingdum"
Is this a bug or a feature I dont understand?

well at this point I actually failed to conquer Denmark because some Swedish Duke was faster in declaring war for subjugation. I tried to subjugate the new King of Denmark but lost the war. Shortly after my loss Denmark and Sweden were divided because of Elective Gavelkind as well and I...
