Please explain your issue is in as much detail as possible.
The achievement requires 9 silk road ports, but there are only 8 ports, required county Candradvipa doesn't have a silk road port

The text on the achievement itself isn't really very clear, but these are the requirements:

As you can see, you need to control all those ports, not posts. About as clear as mud, I know. :(
 
That's what I'm saying. It's an oversight, because Candradvipa doesn't belong here. You can't figure it out unless you check the conditions in files

I see what you mean. Well, the game considers every coastal county a port. It used to be that Candradvipa has a Silk Road trade post, though, but then an update removed that and moved it over to Samatata. I think that's where the confusion was originally rooted, and Paradox just kept weird requirements that no longer make sense. :(
