Please explain your issue is in as much detail as possible.
Destroying a de jure kingdom titles marks it as inactive, making it impossible to reform. My current empire has become titular, and the lands of the kingdom are no longer considered a part of any de jure kingdoms or empires.

In game, I formed four kingdoms (in the same empire) then after making the empire destroyed the kingdoms, but I have verified that the empire title is not necessary by using the console (yes men) to consolidate two kingdoms and destroying one.

This error does not effect duchies (destroying them works as intended).

This seems to happen in shattered worlds. In particular, my world was generated with independent counts, all infants, and animal kingdoms turned on.

Religions are randomized, and I have only tested this under the custom Jainism religion (though in my game, I modified the religion to my liking (however in my testing, I did not re-modify the randomized religions).

I seem to recall being able to find the king titles in some fashion, but am unable to do so now for some reason. My previous characters all have the kingdom titles removed from their history. Part of that could be attributed to memory lapse, but not the part where my previous characters held king titles (I'm royalty, I swear).

How can I rest when my ancestors are blasphemed so? :( (note that I acknowledged the problem later than the shown empress, so this might be do to me transitioning to a new religion)

Steps to reproduce the issue.
Create an extraneous king-tier title (as seconday king or becoming an emperor) in shattered worlds under inheritance other than gavelkind.

Destroy said title.

Verify by checking if title still exists in "de jure kingdoms" for it's empire.

To make empire titular, destroy all kingdoms underneath it, and it will flag the empire title as titular (with no de jure kingdoms or duchies).

Through a little more testing, I can say that if you unland a king (by warring them out of their territory) and they title is no longer held, it is NOT destroyed. Only the option to destroy the title marks it as inactive.
 
I've experienced this in my current Shattered World game. One of the AI conquerors conquered his way to forming a de jure empire, then destroyed his three kingdoms. That removed them from the de jure land of the empire, leaving only one other kingdom in that empire, the one owned by me. Since I wasn't his vassal and I had the game rule for De Jure Requirement, he quickly lost his empire and was reduced to a duke. He can never become a king again unless he takes mine or conquers into a different de jure empire.
 
Before this latest expansion, I made a custom shattered world mod which removed all de jure kingdoms and empires, but allowed vassal dukes of emperors - with no king in between - to form a new kingdom. I'd like to see that as an option (as far as I'm aware it still isn't). It means you don't have to conquer a kingdom outside the realm in order to get a vassal king.
