Please explain your issue is in as much detail as possible.
When in a Feudal Elective government without Conclave enabled, the electors are ignoring the candidate scores when deciding who to vote for. Four electors are voting for candidates with candidate scores between -25 and 65, over my preferred candidate who has a candidate score of between 115 and 170 (depending on the elector).

Steps to reproduce the issue.
Create an elective feudal government in a game without Conclave.

I've been told that others have seen this issue when using Conclave, although I was told that voters started paying attention to candidate score after a restart. I was not able to get them to do so by quitting and reloading.
