Please explain your issue is in as much detail as possible.
In realms following a reformed pagan religion with the religious doctrine 'eniatic clans', men are totally stripped of religious and secular power. However, the special decision 'found merchant republic' still requires a male leader. This means that (necessarily female) followers of such a religion can't form merchant republics at all!

This seems like an oversight, not an intentional mechanic. Am I wrong?

Play as a tribal ruler following a reformed pagan religion with the doctrine eniatic clans.

You can found the MR with a male leader and enatic clans. I try that, it works.
But it can't work when you have a female leader. Or as the MR to reform the pagan with enatic clans.
