Please explain your issue is in as much detail as possible.
Under some circumstances, the feudal_opinion modifier seems to affect the opinion of characters that are feudal, but not your vassal. For example, in the attached save I've enacted the Only External Vassal Wars law, which should give a -5 opinion penalty to all feudal vassals. However, the opinion penalty gets applied to all other feudal lords as well, including those in other realms. Interestingly this problem doesn't seem to apply with the Imperial Administration or Imperial Elective laws, which might be related to the fact that Byzantium starts with those laws.
Steps to reproduce the issue.
Play as the Byzantine Empire and pass the Only External Vassal Wars law. Already done in the attached save. The screenshot shows the opinion penalty with the King of France, who obviously shouldn't have it.
