Please explain your issue is in as much detail as possible.
The achievement "From the Ashes", which requires you to be a holder of an empire title starting in a shattered world, is simply too easy to get if you start the game as a nomad, considering your primary nomadic title is an empire rank title. I think this issue could be solved by making an additional prequisite for the achievement to start as a non-nomad.
Steps to reproduce the issue.
1. Select shattered world
2. Pick "nomadic" or "tribal & nomadic" under "holding types"
3. Generate shattered world
4. Pick a nomadic character
5. Start in Ironman
6. Get achievement after a day or month passes.
