Game crashes when "Loading Graphics"

Please explain your issue is in as much detail as possible.
Since the update everytime I start the game it crashes when reaching Loading Graphics in the loading screen. The music stops for a moment, then continues and then I am back on my Desktop, with the game completely closed.
The Error log says: [virtualfilesystem.cpp:711]: Could not open file: gfx/flags/flagfiles_0.tga, error: Access is denied.

I have already verified the integrity of the game files and did several re-installs with a complete de-installation. I even turned off my antivirus as it seems this helped some people with the same problem.

This is certainly an antivirus problem. Many AV apps don't really get disabled when you think you have done that, they are made deliberately hard to disable as that is the first thing that malware tries to do!

Whichever one you use add ck2game.exe to its exceptions list/whitelist. If still no good, Use Notepad to make a new text file called userdir.txt in the Steam CK2 folder where ck2game.exe is. In that file place a single dot, save and exit. This tells the game to write the user files right there instead of under Documents.
 
That means your AV app was almost certainly getting in the way, FYI.
 
I have been having the same issue. I tried the userdir solution, but it still crashes when loading. The only difference is that the music doesn't cut beforehand.
