I defined some new religions, and defined some new succession laws for them, which were copies of existing succession laws with a different identifier, forbidding them from all other succession laws in both the allow and potential blocks. The wiki states that the first succession law for which the potential block evaluates to true will be chosen as the default. Instead, they were given gavelkind succession as the default, despite the fact that they had been expressly forbidden from having gavelkind.
Steps to reproduce the issue.
Forbid a set of characters from any vanilla succession law and create custom succession laws to replace them.
