Granting titles with "include lower titles" checkbox ends with church or republic vassals

Please explain your issue is in as much detail as possible.
As far as I see this more likely happened when playing monastic feudal or imperial, but still happened in feudal and iqta too.
Steps to reproduce the issue.
1. Win holy war or something similar what gives all holding in your demesne.
2. Create or usurp ducal title.
3. Select a character you want to give titles and grant him ducal title with checkbox checked.
Where are not zero chance what character prince-archbishop or serene doge.
I guess he firstly got not castle but city or church. Then he became priest or mayor and next castles and then ducal title just adds to his demesne not changing his new power type.
Which is clearly not I mean granting titles to my relatives.
Same happened when AI grants lands to new vassals from tribal or nomad lands. There are chance what he grants church before tribe.
