One line summary of your issue
Head of religion title destroyed but its supposed to be remain even landless.

Please explain your issue is in as much detail as possible.
Head of African religion title was created on reformation. It was landless vassal of mine.
But at one GHW Grand Saltigue took lands for himself. My other vassals start to strip his lands and eventually took all. Last of Grand Saltigue remains only as merely count-bishop.
With title itself destroyed. Now no one can calls new GHW because its inactive.
Steps to reproduce the issue.
