Please explain your issue is in as much detail as possible.
The Imperial Government AI does not provide the titles, the law to enable kingdom viceroys is the law, yet the Emperor retains the kingdom titles for himself after the death of the Exarchas and does not provide for another vassal. In this way the vassals will always hate the Emperor and cause civil war, since he has several kingdom titles and does not deliver to one of the vassals as viceroys of kingdoms. As in the images below, it passed from the year 869 to 876 and yet the Emperor's AI does not provide the proper titles.
Steps to reproduce the issue.
1. Give techpoints and achieve legalism 5.
2. Enable the law of viceroyalty of kingdoms.
3. Create the kingdom titles and provide the de jure vassals of the created kingdoms.
4. Use the 'observe' Console Command.
5. Kill some exarchas or all to make the titles go to the Emperor.
