Please explain your issue is in as much detail as possible.
Upon selecting Monarch’s Journey and setting the appropriate parameters, the scenario still would not launch due to parameter’s stating that steam was inactive. I have tried every avenue, exited and restart steam even. I do not seem to be able to switch on challenges

Steps to reproduce the issue.
1) Open Monarch’s journey, set all the rules to default

Box under “play game” should gave the parameter “steam inactive” or “steam disabled”

In the top bar menu, select Steam. If there is an option to "Go Online" you are offline. If you are already online you could also try restarting steam, and logging in and out of your plaza account in the launcher.

I was already in online mode. I tried both of your suggestions and still got the same results. I have no idea how to fix this.

Are you launching the game through a shortcut to ck2game.exe or are you launching it through steam? Sometimes the application doesn't manage to make the connection to the steam API if it wasn't launched through steam.

I open steam and then launch, I’ve not used the shortcut since I made it I think. Should I try see if it works through the shortcut?
 
No, the preferred method of starting the game to get the Steam API working is to start it through the Steam interface.
You could try to back-up your saves, uninstall the game, clean your user folder, and then re-install it.
