Mongols can't attack anyone

Please explain your issue is in as much detail as possible.
The Mongols invade on cue, quickly subdue a couple of nearby rulers. I married some relatives to them before they became landed (playing reformed Hellenic) and so kept an eye on them. After the initial wars they stopped expanding completely and I figured it was because of the coalition that had formed (not impressed), but by the time Temujin died of old age and his successor Chagatai likewise is about to expire well in to his fifties I started to wonder what was up.
Tag switched to the Mongols and when I try to attack someone it says I can't because I have raised levies. As can be seen in the attached screenshot they don't in fact have any raised levies. When I select all the armies and try to disband them I get a message that 1 levies will stand down and return home but when I confirm and check I still can't attack anyone because of "raised levies". As it stands I don't see any way to fix this which is a big let down after having waited for the Mongols since the Viking start date.
EDIT: I tried switching to the Mongols again this time going through all their armies one by one and finally found one that had 2 "ghost" levies in it. Once disbanded they could declare war as normal. The bug is still that these levies did not show up the the armies page as being raised and the AI could not figure out to disband them.
Steps to reproduce the issue.
Wait for Mongols and see if they expand.
