Please explain your issue is in as much detail as possible.
Playing as a muslim vassal, for the sultan of Egypt i have a claim to the kingdom yet i cant create a faction to install myself.

Steps to reproduce the issue.
1066 start Damascus vassal for the fatimids give yourself a claim then go to faction menu and find the option.
