Please explain your issue is in as much detail as possible.
personality_traits_events.txt has events to randomly add and remove all the virtues/vices and more, but is missing an event to randomly remove the Cruel trait.

Steps to reproduce the issue.
Open personality_traits_events.txt and search for 'remove_trait = cruel', find it's not there.

Erudite and Stubborn also cannot be removed this way, but maybe those two are intentional.

Well, since this seems to reflect psychopathic/sadistic tendencies, I'd say that's realistic, unfortunately.
