I can't install CK2 with steam on 32 bit laptop after all the money I spend on this game dlc. Please help 32 bit user.

Unless you bought your laptop more than about 15 years ago, it is 64bit hardware for sure. You may well have 32bit Windows on it but that's a different matter; you should move to 64bit Windows ASAP.
Until then you simply have to revert to the last 32bit version of this game, which is 3.2.1 in the Steam Betas tab for this game.

But the problem is, that as a 32-bit user you are not allowed to do this. Probably by setting game to free to play, with 64-bit patch as a newest one, Steam labeled this game as 64-bit only, so you are unable to play or even install it. And changing versions in beta tab isn't working.
