Please explain your issue is in as much detail as possible.
when trying to create a custom game can't change the start date manually to before 15 Sep 1066, despite owning the relevant DLC.

I can get to earlier dates using the bookmarks, but can't navigate from there to a custom date.

who knows? might be a deliberate design feature i'm not aware of.

single player->custom game

try to lower the date manually, not using bookmarks.

AFAIK there are no history files (at least beyond titles) for the dates in between, so you can't start there. There is a similar limit near the end of the game period.
