Please explain your issue is in as much detail as possible.
Possibly not a bug but an oversight. The Duchy of Balata was added in the last game version and contains the de Jure capital of the Kingdom of Portugal. When forming Portugal, de Duchy of Balata stays parts of the Kingdom of Badajoz.

Steps to reproduce the issue.
Become independent as Duke of Portucale in 867 start. Conquer Duchies of Beja and Balata and form Kingdom of Portugal

I think this is the duchy that is also missing from the Reconquista CB and Roman province events.

I confirm this, my Western Reconquist didn't gave me the Duchy of Balata.
