Please explain your issue is in as much detail as possible.
While raiding as a Norse character, I get the new 3.1.1 event that makes me lose prestige when sieging down a holding and not preventing my troops from pillaging it. While the event might generally make sense, I don't see why it should apply to Norse characters or characters allowed to raid, especially for Tribal characters dependent on Prestige so much.

Steps to reproduce the issue.
1. Raid as any culture/religion able to raid, siege down a holding.
2. Choose any of the options in the resultant event that make you lose prestige if accepted.

Agreed, also for a warrior culture that causes prestiege penalties for not waring to lose not only prestige by raiding(or taking holdings), but also lose morality on the current raiding army just doesn't make sense. Might make a case for it making sense for other cultures, but not the norse, seeing as their life blood is in raiding and pillaging...
 
I don't really see any reason to make it about the norse, but any religion with warmongering should definitely be immune, and raiding armies should be completely immune regardless.
 
This is the main problem of the patch, event with losing prestige for waging wars is ridiculous. If it needs to stay then it must be only for non-tribal + for non-pagans + against own religion. I wage wars against infidels and can lose about 1000 prestige for a big one. I waged prepared invasion and lost 1.500 prestige. As a norse pagan. It's gamebreaking

Yeah I don't disagree, my point was more that if there is a situation that makes the absolute least sense in CK2 to take prestige hit on raiding, it'd be the Norse. Human sacrifice that cause prestige gain(including sacrificing your own people)? Check, prestige loss for not either be at war, or raiding? Check.

So why in the bloody --- would you, not only lose prestige for encouraging raiding, but also lose army moral!?... They're all cheering and super happy at the blot when you hanged a 16 year old girl, but when you do it in town it's suddenly a gigantic no no? Not to mention when you reform and choose that blood\sacrifice cult, and you just kill random commanders at war, or sacrifice huge portion of your population for better waring, only to then be hit with an morality penalty for pillaging?..... No logic what so ever... Apart from it's check to see if you're nomad, since they did bother to make a seperate event for nomads, lol...
