A player has to give money to their children in order for the event to fire? Why not just take it out of the parent's treasury? If players have to give each child 300 gold for best success and the cost of the ceremony is only 150, why isn't the success rate 100%?
Why is there a gold cost at all?

It may have been a chief at the start of the game. I looked at the event files though and this is what the chances should be for a character that has less than 50 gold:
- 20 year rite: 0.4%
- 10 year rite: 2.5%
- 5 year rite: 63.3%
- no rite: 33.8%
This is what the chances should be for a character with 100 gold:
- 20 year rite: 2.4%
- 10 year rite: 29.3%
- 5 year rite: 48.8%
- no rite: 19.5%
So even if you give gold there is still a good chance the character will not pick a rite. Greater if the character is Cynical or Greedy. To have the best chance the character needs to have 350 gold.
Additionally the event will trigger 50-100 days (about 2-3 months) after reaching adulthood and only for characters with a dynasty.
